Rationalizing use of PCOS machines

Former Rep. Teodoro Locsin, during the canvassing for the 2010 national and local elections, chastised the Commission on Elections' supplier of the precinct count optical scan (PCOS) machines saying that their record of turnout of the Philippine election was exceedingly high such that the total number of votes the contractor's machines recorded was more than 255,000,000 votes.

This is horrendous and the contractor, SMARTMATIC was utterly red-faced, incorrigibly trying to defend why their machines recorded such an incredible number of votes.

This was something like 600 percent of the actual voter turnout. And it is even bigger than the entire Philippine population of slightly over 100,000,000.

All over the archipelago, from the 2010 to the 2013 elections, a large number of electoral protests were recorded. 

On the brighter side, it was initially, but not formally suggested that to avoid having this problem in the future, a system integration job needs to be done. Private sector in cooperation with the government can procure for government the necessary equipment that is capable of linking the COMELEC and their subordinate offices nationwide.

After COMELEC obtains said equipment, the Commission can now easily get the electoral contest results immediately after the concerned public sector agencies declared the elections closed.
