If one looks at the Miting De Avane of the Liberal Party, it was a "nilalangaw" gathering, devoid of luster and even the candidates as well as their endorser, Benigno Simeon Cojuangco Aquino the 3rd looked unenthusiastic, unhappy and glum.  The Philippine National Police (PNP) estimate the crowd to be within the range of 20,000.  The venue, Quezon Memorial Circle at the Elliptical Road, Quezon City, hosts about 15,000 bodies or slightly higher.

Whereas the rally of his opponents were a little more lively and festive. Sen. Grace Poe Llamanzares' final campaign rally at Plaza Miranda, the historic bastion of Philippine Democracy did not appear colorless and spiritless.  The Plaza Miranda venue accommodates from 10,000 up to a very high of 100,000  bodies. On the other hand that of Mayor Rodrigo Roa Duterte at the Luneta from the estimates of the PNP drew more than 200,000 supporters.  The real and actual figure could however still be more since many supporters decided not to push their way near the stage and decided just to stay at the periphery of Rizal Park.

While it is true that current reigning are Small Men (a school of thought propagated by the precepts of the I Ching) characterized by the rule of tyrannical and corrupt set of leaders, it is highly possible that by the turning of the tide the Great Men will replace the dirty summabitches and drive them to long hibernation.

It is now almost just an hour before voting closes this Election Day. However, nothing is over till its over.  The manipulation begins prior to and a second after all the voting closes in all the polling centers in the Philippines.  This is where the dogged determination of the ruling political party and their criminal minded miscreants from SMARTMATIC and other pseudo techies will do their best to tie all the loose ends in their diabolical plot to sway the results of the elections.

It is recalled that during a hastily called press conference at the LP headquarters in Cubao, Quezon City, weakling candidate of the Liberal Party Mar Roxas said, “I call for unity. I call for decency. I call for democracy. I call for the rule of law. I call on Sen. Grace Poe. Grace, mag-usap tayo (let’s talk).

“I will adjust schedules to your convenience. Sabihin mo lang kung saan at kailan at darating ako (Tell me when and where and I will be there). This is for unity. This is for our country. This is for our future,” he said.

This was practically begging Senator Grace Poe Llamanzares to help the Liberal Party justify their cheating.  However, possibly love and fear of God, conscience, aversion to being offered a multi billion figure bribe money (the Aquino family alone has acummulated more than a few trillions during their stay in Malacanang Palace), constrained Sen. Poe Llamanzares not to accept the offer of "Unity" of Mar Roxas.

Without the merger, Roxas will not be able to deliver even 10% of the total number of votes. The survey rating of 20+% is a dud since in real life, street talk, Roxas' name elicits a mock puke reaction from many voters.  This indicates a total lack of respect, disgust and seething, vehement reaction from the majority of the Filipinos.

Despite the fact that it is just one hour before voting closes, because of widespread voter disenfranchisement, massive vote buying done no longer on the day prior to or during election day itself but on a monthly basis, the administration still has until several days and weeks to rig the outcome of the elections.

Apologists of the regime's automated election system say that the Voting, Counting Machine (VCM) is not hackable. The Commission on Election (Comelec) website was hacked because is it online. While the VCM system is offline. This is the most stupid and very laughable counter argument.

In the first place, the VCM is a standalone machine and not a slave machine to the Comelec Central Server. Even the basic information about where the data goes (several terminating points to include the Comelec Central Server) states that the election body's central server does not guarantee that the online viewable results can be relied upon. How is this possible when the server is owned by the election body itself and is the one conducting the entire process?

The United States, Israel and many other sane societies prefer the slave machine - not the standalone counterpart. The reason why the 2010 and 2013 elections were massively fraudulent was because of this fact. Those with the wherewithal and money can buy off programmers that will pre-program the CF - SD Card to suit the paying candidate. In the case of the group that sponsored Aquino to power through criminal, illegitimate means, thereby creating a bastard president who was even unfit for the post, was due to extensive pre-programming of the PCOS memory card.

These days they say the digital signature is going to go awry if the cards will be tampered with after elections. No one wants to explain whether the digital signatures, if at all, will be affected if pre-programming is done - way. way before election day.

While it is true that there is a National Canvassing Board that will have the last say on who will be the actual winner, any of the terminating points of the field data on the result of the voting at the precincts level should be trustworthy unless magic and other miracle work is on the pipeline by the evil regime.

A large number of reported election irregularities have been monitored through the media. These were the incidents that were monitored. How about the incidents that have not?

The people, persons of influence, interest groups and special operations and investigation as well as intelligence and security experts should take direct action now before any rigging of the results of the elections takes place. Clearly, if and when they cannot justify their insertion of Mar Roxas, they are now on the road to pushing Leni Robredo to be their plant in the new administration just in case they can kill the next winning president or file impeachment charges against him or her. The satanic forces never learn. They truly want war. The people will give it to them.

The sanctity of the outcome of the May 9, 2016 elections should be preserved.  We owe it to the Filipino people and the many generations of Filipinos to come after us all.

The nincompoop Aquino regime is in a panic mode.  It will do everything to be able to justify cheating, extensive fraud, massive vote disenfranchisement during the 2016 elections.

Many quarters expect this to happen. As early as the previous year, 2015, key officials of the various agencies of government have already been instructed to prepare a comprehensive 6-year and if possible up to a medium term blueprint for a Roxas Presidency. Robredo is not being mentioned during the issuance of those marching orders to all key responsible officials.

The resulting plans and programs are to be launched by Mar Roxas himself in July 2016, after the May 9 Elections have been consummated and a new President-Elect has been proclaimed.

One of the basic criticisms against the presidential candidate not endorsed by Aquino is that they either have no decency, they are murderers, have no political machinery, do not declare their hidden, unexplained wealth, etcetera, etcetera, etcetera.

What the Satanic-inspired regime is not admitting is that they are afraid the majority of them will go to jail. Their fake "opponent" Jejomar Binay who is a double bladed sword who formerly worked with the group of Gen. Fabian Crisologo Ver's killing intelligence and security apparat, is mouthing since 2014-2015 that he will administer a "unifying", "healing" presidency and administration.  It is just a prelude to allowing the Aquino male and his sisters to go scot free to a country of exile or to a safe haven here in the country after stealing billions up to trillions of pesos worth of funds for their own self-aggrandizement.

Certainly, some of these billions and trillions now holed up in both local and foreign hiding places will be shared with Binay if and when he wins the presidency by illegitimate methods.

Sadly, Binay does not have the real and actual numbers to emerge victorious in the 2016 Philippine elections, unless he resorts to the same 2010 criminal rigging operations that propelled him and his boss Nonoy Aquino the 3rd to the presidency and vice-presidency.

The majority of the Filipino people can no longer respect and trust the wickedly infernal administration. It will be mighty difficult, to say the least, to justify this regime's cheating in the 2016 elections.

Who will have confidence and trust in a government that:

1.  Upon assumption to power, for many, many months did not hold any single Cabinet Meeting
2.  When the public and interest groups pressured Malacanang to finally hold a Cabinet Meeting, the typical content of the Cabinet powwow was Aquino haranguing the Cabinet Members:  O Ikaw, Ikaw, Ikaw (pointing one by one to the Members of Cabinet) may na file ka na bang kaso laban sa nakaraang administration? Puta! Ang babagal ninyo! Binabayaran ko kayong lahat para magtrabaho hindi para magpalaki ng bay___g ninyo!!! Putang ina!!!
3.  Killed civilians in the Zamboanga Siege by its negligence
4.  Killed citizens in the Yolanda catastrophe by its cold-blooded, ruthless refusal to give aid
5.  Killed specialy trained policemen in its adventurous plot to recover natural and hidden treasures in Mamasapano
6.  Suffered the Filipino people in fiascos like lack of materials to issue LTO driver's license, as well as due to complete ineptness and inaction, the breakdown of the MRT and LRT
7.  Suffered business and workers in the congestion at the port area
8.  Suffered the citizens of the Philippines by making livelihood and earning extremely difficult so that the ordinary Juan de la Cruz does not have enough money to make ends meet
9.  Rendered the country a notorious narcotics state when it assumed power, the illegal drugs flooded the streets. The price of 5 to 6 million pesos of shabu became only 500,000 to 600,000 pesos since July 2010 up to this time. This made the smallest unit of purchase that used to be 100 pesos now highly affordable even to small children in the elementary grades: 10 pesos.[1]
10.  Extorts from 2010 onwards from all presidential appointees the entire 20% of the appointee's agency budget.  The appointment paper is dangled in the face of the appointee and the extortion, blackmail is pitched. Will you give the family 20% or you will not receive your appointment paper?;
11.  Recently, extorts all of 30% of every new presidential appointee's agency budget.
12.  Not advancing the welfare and rights of the poor and the middle class.
13.  Especially favoring only the chinese, the hispanic and other elite, the KamagAnak Incorporated (family of Cojuangcos) and close friends, classmates, among a few others;
14.  Performing below par in solving the country's energy crisis;
15.  Doing absolutely close to nothing in eradicating the flood problem in the country - a lot of major water related projects were planned table top and up to now are still awaiting construction. Only the small pitsi-pitsi projects worth a few hundred thousand to a few million pesos are being implemented;
16.  Allowing the Philippines to slide down to number 21 in the ranking of the slowest internet connectivity all over Asia;
17.  Giving shit reports to the Philippine citizenry - saying lies about the fight against corruption, the real performance of government, the pervasive problem of criminality and drug-related crimes, and bungling every and all major local and international affairs - making the Philippines a laughing stock all around the world;
18.  Not activating the full strength of the National Security Council (NSC) to take a full and integrated stand on the West Philippine Sea problem;
19.  Engaging in foolish, criminal and other deranged acts that place the entire country in great peril towards the next generations such as creating a huge vacuum in the Philippine treasury through stealing and co-opting government projects by asking too large bribes as well as engaging in very intense fighting inside Malacanang and the various departments over who will be getting the bigger share of the loot from thievery of the people's money;

Recently print media and broadcast TV news outlets have revealed that the sitting artificially manufactured chief personally and through his anointed transsexual successor has talked to Senator Grace Poe-Llamanzares to tell her to abandon her presidential ambitions and join forces with the doomed Liberal Party presidential standard bearer Mar Roxas.  Obviously, Mr. Jejomar Cabauatan Binay and the others have already been approached by the regime's sitting figurehead. But all of them, Senator Poe-Llamanzares especially, declined the proposal to become vice president to the leader of damned Mr. Mar Roxas.

If and when the forces being exhorted or courted to join with the grossly vicious group running the government agree to the merger with Tita Mar Roxas, the licentiously villainous fake Aquino presidency will have the wherewithal to combine the very small numbers of Mar Roxas (around 1-2 million votes or slightly over), and around a base of 5 million votes for Senator Grace Poe-Llamanzares.  Added votes of Poe-Llamanzares garnered during the aftermath of the fake declaration by the Aquino-controlled and paid-for Supreme Court and her recent aggressive networking with special interest groups, could yield about 25-30% of the total electorate votes in the Philippines.

That would still not be enough, unless the secret partner and apple of the eye of the family of Nonoy Akinu in the 2010 elections, Jejomar Binay will withdraw from the presidential race and concede his votes to the Roxas and Poe-Llamanzares tandem. Even that would not guarantee a success in terms of the rigging of the ballots by the extremely non-credible Commission on Elections (COMELEC) whose officers and rank and file are the biggest beggars in the world during Philippine election time.

The statement of the COMELEC Chairman is that the worst case scenario is May 9 resulting in an outcome that is not credible. The Absentee Voting has not been credible at all. Chairman Bautista saying that those whose votes were disenfranchised or electronically switched from Duterte to Roxas are mere allegations is simply justifying the cheating. Bautista further rubs salt on injury by claiming that there is no case since the aggrieved absentee voter "did not file a formal complaint." When the embassy official threw the document of the voter into her/his face, indicating that any corresponding direct action will be met with harshness, who would dare to file a complaint, Dear Commissioner Andres Bautista? This man is not just a blundering stupid idiot, he is a really mindless, loyal lapdog and incorrigible apologist.

Sen. Poe-Llamanzares however could still have assembled a lion's share of the electorate had she been able to give time to her campaign. The problem is that, like movie stars that she saw growing up, the lady senator has a big drinking problem. Everytime she gets the urge like former Joseph Estrada, she indulges herself in alcohol.

Unknown to the prying eyes of the public, the moment she starts lighting one piece of cigarette, the puffing continues on and on that at a moment's notice she has already consumed one pack of her favored tobacco brand and will have to open a new pack to be able to continue filling her lungs with tar and her blood with nicotine. It is said that those around her that also indulge in the same vice, cannot stop her because they are also doing what she is doing - slowly killing herself.  One will not miss noting that something happened to the senator since she started her campaign: her weight has greatly suffered. Senator Grace Poe-Llamanzares has now thinned to nearly skin and bones. She is still charming and doing her best to be very sweet, but the signs of wear and tear show. She should be able to control her bad habits if, unlike Tita Cory Aquino, who was an inveterate gambler and was also full of other vices besides, she wants to be a good president.

It will appear therefore that the regime, in the first place, did not want Congresswoman Maria Leonor Robredo.  As Mr. Roxas' panakip butas - Liberal Party's cheap, vice-presidential running patsy, Robredo has now reached the fullest of her usefulness to the demonic administration of Aquino.

In the same vein, if Sen. Grace Poe-Llamanzares joins forces with Mar Roxas, by the time the agreement is inked, she would merely be treated as a dirty rag or as garbage. Her usefulness should also have ended by then. Sen. Poe-Llamanzares will no longer be acceptable as a long term ally of the Roxas-Aquino behemoth. She will be dropped like a pariah.

Had there been no bad blood between the Cojuangcos and the Marcoses, joining forces with Senator Ferdinand Marcos Jr. would not have been a problem for Aquino, Roxas and their quislings.

It's desperation time for the Aquino regime.  To bank on the fierce endorsements of movie and television personalities like Boy Abunda, the highly dramatic Cris Aquino, the perpetually notorious Jim Paredes and Corina Sanchez among many other bootlickers and asswipers of the diabolical regime, shows that the regime has lost options on how to trick the Filipino nation to accept their prolonged, continued stay in power.

In the run up to election day on May 9, 2010 Benigno Simeon Cojuangco Aquino III has determined to work with the forces of Hell and evil. One of his recent critics of an opposition candidate is Antonio Ledesma, head of a criminal fund brokering organization based in Ateneo de Manila masquerading as a coalitional non-government organization and was the purveyor of the very, very anomalous Peace Bonds deal. Ledesma is making pronouncements about morality when he himself is extremely immoral and he debased his own person and own values when he started working for former Corazon Aquino and the daughter of Tita Cory's capataz at Hacienda Luisita, Ka Juliano.[2]

There is no other option for the Filipino people here in the Philippines and those that are abroad.  If Aquino's minions will win through the massive cheating and fraud that they have planned for Monday, May 9, 2016, the aftermath will be a severely bloody civil war.  Mindanao and parts of Visayas will secede from the Luzon seat of government. A new independent seat of government will be declared to have been formed in Mindanao. People from Luzon will eventually need a pasport just to visit relatives in portions of Visayas and Mindanao. The only way is to remove any vestiges of Aquino and his allies: Binay, Mar Roxas, Grace Poe. The only alternative to good governance in the country is either Miriam Defensor Santiago or Rodrigo Roa Duterte.

Let us all do our own share: Fight vote buying by accepting the Aquino bribes but voting the right candidates into office; fight the cheating and fraud by exercising full vigilance on the day of the elections; seek or be near any legal or paralegal persons allied or associated with Santiago and Duterte to get fast assistance in battling the irregularities that the evil regime and their local subalterns will commit on Election Day. Be safe in your numbers, be well and pray that we will not end up splitting the country and turning it into a war-torn wasteland similar to Syria, Iraq and Libya when ISIS converted these formerly relatively, fairly peaceful states into hopeless and blood-drenched, wholly devastated war zones.

Do you prefer a Philippines progressing into a booming economy or turning into a land of the wretched like the ISIS occupied zones once Aquino's cheating and criminal trampling of our election laws rips our country apart into pieces?

Remember the images above.  When our nation is already in tatters, no more businesses moving, the rich have taken flight to safer countries, neither the shitty crocodile tears of Corina Sanchez nor Cris Aquino would any longer ever matter.

Let us all stand up and fight!!! We have nothing to lose but our oppression and denigration.

[1] It is said that the biggest drug laboratory discovered was being operated by the late, ex-Governor Rafael Nantes - the one and only National Treasurer of the Liberal Party who was reported to have been killed in a helicopter crash in Quezon Province. The said National Treasurer's spouse is now the head of Finance of one of the money agencies of the Philippine Government - the Philippine Charity Sweepstakes Office. The son is rumored to have inherited the operation of the huge shabu laboratory (photo of the so-called dead National Treasurer of the Liberal Party, the spouse and son shown below).

Recently, the shamelessly clear trending operation being conducted by the administration to justify cheating in the 2016 elections a TV Channel has suddenly propelled Liberal Party candidate Mar Roxas close to the top ranked presidential candidate. Roxas literally leaped over the heads of the two other presidential candidates, Jejomar Binay and Grace Poe Llamanzares.

Maria Leonor Robredo, Roxas' vice-presidential running mate, suddenly jumped to the top rank of the vice-president candidates, sharing the lead with Ferdinand Marcos Jr.

Disguised as a come out and vote as well as vote honestly campaign, the ABS CBN Ipanalo ang Pamilyang Pilipino cheap gimmick revealed its true face as ABS CBN star anchor Boy Abunda made different spiels on ang boto para sa Pamilyang Pilipino ay Mar Roxas (the vote for the the Filipino Family is the vote for Mar Roxas.)

This phenomenon is a highly dubious repeat of the 2010 elections when Benigno Simeon Cojuangco Aquino III skyrocketed from the bottom of the surveys to number one. His own cousin is the owner of Pulse Asia, one of the leading survey companies in the country.

In 2010, as exposed in the Anatomy of the Aquino 2010 election fraud it is made evident that Simeon Benigno Cojuangco Aquino was installed as a fake president.

Much of the success of the cheating to make Aquino look like he won the elections in 2010 was made possible through the CF or SD Card of the SMARTMATIC automation machines.

The supply of the CF or SD Cards is controlled by one chinese family - the LIM -LIMKAICHONG clan from Dumaguete City and Manila. One of the members of the clan, Lawrence Pidkin Limkaichong (see photo with Liberal Party members of Negros Oriental) is a mayor of La Libertad, Negros Oriental. He corners much of the construction activities in major areas of Negros Oriental Province and nearby areas through his construction firm. The wife is Jocelyn Limkaichong, Congresswoman for one of the districts of their province. (See photo below) The Limkaichong family derives multi millions up to near billions of pesos from the CF - SD Card. This item is one of the weakest links in the automated electoral process.

The diabolical Aquino regime is pushing for the transport of the CF - SD Card from the precinct / precinct clusters into the Municipal Canvassing center. From there, it has to be transported once again to the Provincial Canvassing center. Thereupon to the next higher like a Regional Canvassing center or straight on to the National Canvassing venue at the Congress of the Philippines.

This transport of the CF - SD Card, that is too small for comfort - gives away a million points or occasions for stealing and switching the cards for re-programmed, altered cards - if the transported cards have not previously been reprogrammed already to suit the regime's dirty plots.

The demonic administration (some of whose key officials have been ex-communicated by His Holiness Pope Francis himself like Dinky Soliman and Riza Hontiveros, photo shown below) surely believe that they can keep fooling the Filipinos forever.

It is recalled that after the elections of 2010, forensic activity disclosed that indeed Aquino never won the election but was artificially made to look like he was the winner through illegal methods.

In the case of Surigao City, Mr. Boy Saycon, working with the uncle of Benigno Simeon Cojuangco Aquino III of the infamous so-called cause oriented group COPA, emplaned into the area bringing no less than 90 Million Pesos to the home of a family whose members were Gubernatorial-Congressional-Mayoralty candidates exactly one night before or the eve of the election day. Loaded in the same plane that brought Saycon to Surigao were several hundred millions to billions of Philippine Currency to buy off local governments to act deaf and dumb and keep silent about the results. Meaning that the PCOS machines have already been rigged and the last minute visit of Saycon was part of the process.

The maneuver was intended to yield a final outcome of Aquino - President and Binay - Vice President. That is precisely how the counting turned out: Aquino became the fake president while Binay the fake Vice President. Saycon was not the only one operating for Benigno Simeon Cojuangco Aquino III and Jejomar Binay.

In the current scenario, one of the special operators formerly reporting to De Venecia of Lakas CMD, who was notorious for rigging elections as well as stealing money from his own party intended for fraud and for cheating during elections, is now working for Mar Roxas II. His presence in the camp of Roxas makes the Liberal Party presidential candidate suspect in massively cheating his way to a fake victory in May 9, 2016.

This man of Roxas, Reynaldo Maclang and all other Roxas subalterns should be closely watched and if caught doing nefarious violations of the Election Code should immediately be arrested.  And their boss should never ever be allowed to win by cheating in 2016. Never.

Elino SJ Napigkit wrote the following post-election 2010 commentary:

POST ANALYSIS OF CHEATING IN THE AUTOMATED COUNTING AND TRANSMISSION OF VOTES OF THE MAY 10, 2010 ELECTION.

The nation has just passed through a very important milestone in its history.

The first automated counting and electronic transmission of votes have moved the nation one notch up the information technology and there should be NO TURNING BACK!

In spite of the generally accepted credible election, the nation is divided by the pros and cons and by the experts and what-have-you.

The cons preferred to have the old way of counting votes, that is, manual. Allegations of massive cheating through vote buying and shaving/adding of votes are forwarded by everyone from every corner.

Allegations such as:

• Pre-programed memory card of the PCOS machines;
• Transmission of election data prior to election; and
• Shaving/adding of votes by COMELEC Officials for a fee.

While others are all praises to the automated process of counting the votes and electronic transmission of election returns.

Nevertheless, any which way we look at what happened, it is a common knowledge that any new process or system undergoes several glitches along the way to perfection. These glitches and/or bugs in the system are eventually corrected in the debugging process.

Along this line of thought, let us look carefully at all the stages of the process flow of the automated counting and electronic transmission of votes. It is only then that we could analyze and identify the stages where the possible cheating, glitches and/or system bugs could occur.

There are five (5) stages in the process of flow of the automated counting of votes and electronic transmission of tallied votes, these are the following:

Stage I: Precinct Level – Manual casting of votes and automated counting of votes by the Precinct Counter Optical Scanner (PCOS) machines.

Stage II: Precinct Level – PCOS Electronic transmission of Precinct Election Returns (PER) to the Municipal Servers through the Data Processing Center (DPC).

Stage III: Municipal Level – Tallying of PER into Statement of Votes (SOV) and electronic transmission of SOV to the Provincial Servers through the DPC.

Stage IV: Provincial Level – Tallying of SOV into Certificate of Canvass (COC) and electronic transmission of COC to theCOMELEC Servers through the DPC.

Stage V: Provincial Level – Delivery of memory cards and printed COC to the National Board of Canvasser (NBC).

FIRST STAGE – PRECINCT LEVEL:

Initially, let us look at what happened at the first stage of the process flow, that is, at the precinct level. Figure 1 below shows Stage I of the process flow.

At the precinct level voters manually filled up the ballots and fed into the Precinct Counter Optical Scanner (PCOS) machines. The processes are as follow:

Process:

Voters filled up the ballots and fed into the PCOS machine for processing;

If the ballot is not good, it is rejected by the PCOS and the votes are not counted;

If the ballot is good, it is accepted by the PCOS and the votes are collated and tallied;

The collated ballots and tallied votes are stored the PCOSmemory card;

After all ballots are collated and counted, the Chairman of the Board of Election Inspectors (BEI) will print the Precinct Election Returns from the PCOS machines;

After printing the PER, the PCOS will be connected to a modem, by a representative of SMARTMATIC, using the Subscriber Identity Module(SIM) card of either SMART orGLOBE, depending the strongest signal available and electronically transmit the election data to the Data Processing Center (DPC) which could either be SMART or GLOBE; and

The DPC then electronically receives and transmits the election data, PER, to the Municipal Servers.

Issues of concern:

Is the PCOS memory card clean?

Is the total number of rejected and good ballots equal the total number of voters who voted in the particular cluster of precincts?

Who is accountable for the safekeeping of the printed Election Returns (PER) and the PCOS memory cards?

Is there a way to authenticate that the printed PERs are the real content of the PCOS memory card?

Is the SIM clean?

Who is accountable for the safekeeping of the SIM cards that was used in the transmission of the election data?

Is the DPC clean?

Is the DPC programmed ONLY TO RECEIVE AND SEND DATA?

Is the DPC dedicated to RECEIVE DATA ONLY FROM AUTHENTICATED SIM CARDS of the PCOS machines and transmits the same data only to authenticated SIM cards of City/Municipal Servers?

Is the DPC allowed to receive data prior the start of election date and/or closing election time?

What is the control mechanism of COMELEC to the electronic data transmission of the DPC?

SECOND STAGE – PCOS ELECTRONIC TRANSMISSION OF ELECTION DATA TO MUNICIPAL SERVERS

Figure 2 below shows how the election data, PER, from every cluster precinct are electronically transmitted to the Municipal Servers via the DPC.

Process:

Election data (PER) from various PCOS machines are electronically transmitted to the Municipal Servers through the DPC;

The Municipal Servers receive and collate the PER from the DPC;

The votes from PER are tallied and collated by the servers of the Municipal/City canvasser;

The tallied PERs are stored in the memory card of the Municipal/City Servers as Statement of Votes (SOV);

The Statement of Votes (SOV) are then printed;

The City or Municipal Canvasser proclaims the winning candidates for Congressman, Mayor, Vice Mayor and Councilors; and

The SOV are electronically transmitted to the Provincial Servers via the DPC.

Issues of concern:

Are the memory card and/or hard disk of the City and Municipal Servers clean?

Is the SIM card of each City and/or Municipal Server clean?

Can the SIM card accept electronic data (PER) from other sources outside of DPC?

Who is accountable for the safekeeping of the printed SOV, memory cards and SIMs that was used in the transmission of the election data?

Is the DPC clean?

Is the DPC programmed ONLY TO RECEIVE AND SEND DATA?

Is the DPC dedicated to RECEIVE DATA ONLY FROM AUTHENTICATED SIM CARDS of the PCOS machines and transmits the same data only to authenticated SIM cards of City/Municipal Servers?

Is the DPC allowed to receive data prior the start of election date and/or closing election time?

What is the control mechanism of COMELEC to the electronic data processing and/or transmission at the DPC?

THIRD STAGE – ELECTRONIC TRANSMISSION OF ELECTION DATA, SOV, FROM THE CITY/MUNICIPAL SERVERS TO PROVINCIAL SERVERS

Figure 3 below shows the electronic process flow of transmitting election data, SOV, from the City/Municipal Servers to the Provincial Servers.

Process:

Election data, SOV, from various Cities and Municipalities are electronically transmitted to the Provincial Servers via DPC;

The Provincial Servers receive and collate the election data,SOV, from the DPC;

The votes from SOV are tallied and collated by the servers of the Provincial canvasser;

The tallied SOV are stored and saved in the memory card of the Provincial Servers as Certificate of Canvass (COC);

The Provincial Canvasser proclaims the winning candidates for Governor, Vice Governor and Board Members; and

The Certificate of Canvass (COC) are printed and electronically transmitted to the COMELEC Servers via the DPC.

Issues of concern:

Are the memory card and/or hard disk of the Provincial Servers clean?

Is the SIM card of each Provincial Server clean?

Can the SIM card accept electronic data (SOV) from other sources outside of DPC?

Who is accountable for the safekeeping of the printed COC, memory cards, and SIM cards that was used in the provincial canvassing?

Is the DPC clean?

Is the DPC programmed ONLY TO RECEIVE AND SEND DATA?

Is the DPC dedicated to RECEIVE DATA ONLY FROM AUTHENTICATED SIM CARDS of City/Municipal Servers and transmits the same data only to authenticated SIM cards of Provincial Servers?

Is the DPC allowed to receive data prior the start of election date and/or closing election time?

What is the control mechanism of COMELEC to the electronic data transmission of the DPC?

FOURTH STAGE – ELECTRONIC TRANSMISSION OF ELECTION DATA, COC, FROM THE PROVINCIAL SERVERS TO THE COMELEC  SERVER

Figure 4 below shows the process flow of electronic transmission of election data, COC, from the Provincial Servers to the COMELEC Servers.

Process:

The Certificate of Canvass (COC) from various Provinces are electronically transmitted to the COMELEC Servers via DPC;

The COMELEC Servers receive and collate the COC from the provinces;

The COC are tallied and collated by the servers of the COMELEC canvasser;

The election data are stored in the memory card of the COMELEC Servers;

The COMELEC prints the collated and tallied COC; and

The COMELEC Canvasser proclaims the winning candidates for Senators and Party List. Issues of concern: Are the memory card and/or hard disk of the COMELEC Servers clean? Is the SIM card of the COMELEC Server clean?

Can the SIM card accept electronic data (SOV) from other sources outside of DPC? Who is accountable for the safekeeping of the SIMs that was used in the transmission of the election data? Is the DPC clean?

6. Is the DPC programmed ONLY TO RECEIVE AND SEND DATA?

Is the DPC dedicated to RECEIVE DATA ONLY FROM AUTHENTICATED SIM CARDS of Provincial Servers and transmits the same data only to authenticated SIM cards of the COMELEC Servers?

Is the DPC allowed to receive data prior the start of election date and/or closing election time?

What are the control mechanism of COMELEC to the electronic data processing and/or transmission of the DPC?

FIFTH STAGE – MANUAL DELIVERY OF MEMORY CARDS AND PRINTED COC FROM THE PROVINCIAL CANVASSERS TO THE NATIONAL BOARD OF CANVASSER (NBC)

Figure 5 below shows the process flow of manual delivery of the printed Certificate of Canvass (COC) and memory cards from the different Provinces to the National Board of Canvasser (NBC).

The NBC is the joint committee of senate and congress consisting of nine senators and nine congressmen.

Process:

A joint committee of nine (9) senators and nine (9) congressmen will be formed and act as the National Board of Canvasser (NBC);

The Certificate of Canvass (COC) and memory cards from various Provinces are manually delivered to the NBC;

The printed COC from the provinces will be compared with data from the memory cards of the Provincial servers;

If the COC and the data from the memory cards are the same, the COC will be tallied by the NBC canvasser, if not, both will be set aside for deliberation;

The NBC prints the tallied COC; and

The NBC will proclaim the winning candidates for the President and Vice President based on the result of the tallied COC.

Issues of concern:

Are the memory cards of the Provincial Servers clean?

Who is accountable for the safekeeping of the printed COC, memory cards, and SIM cards that was used in the provincial canvassing?

Are the data inside the memory cards are the same with the printed COC? Are these the real printed COC and memory cards from the provinces?

GENERAL OVERVIEW

From the PCOS machines of the different cluster precincts the votes are tallied and printed as Precinct Election Returns (PER). The PERare electronically transmitted to the city or municipal servers. The Municipal Canvassers then tallied the PER and printed as the Statement of Votes (SOV) for the particular City or Municipality. The City or Municipality proclaimed the winning candidates for Congressmen, Mayors, Vice Mayors and Councilors base on the SOV.

The SOV are electronically transmitted from the cities and municipalities to the Provincial Servers. The Provincial Canvassers tallied the SOV and printed as the Certificate of Canvass (COC). The Provincial Canvasser proclaimed the winning candidates for Governor, Vice Governor and Board Members based on the COC.

The COC are electronically transmitted to the COMELEC. Based on the tallied COC, the COMELEC proclaims the winning Senators and Party List.

Later, the COC and memory cards of the various provinces will be brought to NBC for canvassing. Based on the tallied COC, the NBCwill proclaim the winning President and Vice President.

Note that the COMELEC receives all electronically transmitted election data, PER, SOV, and COC from the start of the process and sends it to all accredited servers.

After the completion of each stage on the process flow of the automated counting and electronic transmission of election data,PER, SOV and COC, what are the control systems of the COMELECto safeguard the printed PER, SOV, and COC together with the memory cards and SIM cards used at each stage of the system?

HOW CHEATING COULD HAPPEN:

Stage 1 and 2:

PCOS memory card are pre-programed to tally different votes.

The SIM card used contained different data.

The DPC could accept data prior to the closing time of the election.

The DPC would accept data from any SIM card.

The DPC could tally election data.

The COMELEC has no control system on the electronic data processing and/or transmission within the DPC.

Stage 3:

The memory card and/or hard disk of the City and Municipal Servers already contain election data.

The memory card and/or hard disk of City and Municipal Server are pre-programed to tally different election returns.

The SIM card of the City and Municipal servers are allowed to receive data from different sources besides the DPC and the SIM card already contained different data.

The SIM cards can accept election data prior the election date and closing time.

The DPC could accept data prior to the closing time of the election.

The DPC would accept data from any SIM card.

The DPC could tally election data.

The COMELEC has no control system on the electronic data processing and/or transmission within the DPC.

Stage 4:

The memory card and/or hard disk of the Provincial Servers already contain election data.

The memory card and/or hard disk of Provincial Server are pre-program to tally different election returns.

The SIM card of the Provincial servers are allowed to receive data from different sources other than the DPC and the SIMcard already contained different data.

The SIM cards can accept election data prior the election date and closing time.

The DPC could accept data prior to the closing time of the election.

The DPC would accept data from any SIM card.

The DPC could tally election data.

The COMELEC has no control system on the electronic data processing and/or transmission within the DPC.

Stage 5:

The memory card and/or hard disk of the Provincial Servers already contain election data.

The memory card and/or hard disk of Provincial Server are pre-programed to tally different election returns.

The delivered memory cards and printed COC are not the real ones.

ANALYSIS:

Cheating, through shaving and adding of votes, could happen if there is a COMELEC and/or SMARTMATIC Officials involved, since all electronic paraphernalia, such as PCOS machines, SIM cards, and Memory Cards are controlled by the COMELEC and, in a way by,SMARTMATIC.

Outside of COMELEC, cheating could happen within the DPC.

At all stages, except Stage 5, of the electronic transmission of election data, there are four (4) possible ways of cheating that would be beyond the control of COMELEC and the site where this happens is common to all stages of the whole process flow of the electronic transmission of election data.

These four (4) possible ways of cheating are the following:

Items 3, 4, 5 & 6 of Stage 1 &2; and

Items 5, 6, 7 & 8 of Stages 3 & 4.

Figure 6 shows that the four (4) possible ways of cheating where votes could be shaved or added occurs at the same site of the electronic process flow, that is, within the DPC.

The electronic data processing and/or transmission at this site, is in a way, beyond the control of the COMELEC.

What happened in 2010 and 2013 should no longer happen in the 2016 elections. The dirty manipulation done during the recent Overseas Absentee Voting affair where the votes for Duterte became votes for Roxas and Robredo.

This obnoxious play should no longer be allowed by the people to happen once again this 2016. It is imperative that everyone who would rather not become victim again to the insane ly corrupt and ruthless regime of the Aquino clan and their subalterns, should make an effort to prevent Mar Roxas and Maria Leonor Robredo from winning using dastardly tactics and strategies.

Let us all stand up and fight!!! We have nothing to lose but our oppression and denigration.
